Initial research into this topic was published in Working Wheels: A Guide to Overcoming Transportation Barriers to Work. That study was augmented by a national research tour conducted under contract with the National Economic Development and Law Center, focusing on seven car provision programs around the country.
Port Jobs next published an update of those findings in Working Wheels Update: Car ownership program practices nationwide. This body of research was used to develop Working Wheels, a comprehensive car provision program operated by the Solid Ground.
