Evaluation to yield important information about Working Wheels Port Jobs Reports, Summer/Fall 2004 Port Jobs is beginning an evaluation of Working Wheels, a program that sells affordable used cars to low-income workers and helps them qualify for an auto loan with a local bank. The program is operated by Fremont Public Association. The evaluation will look at how the program is helping workers stay employed and increase their wages; whether people are using banking services and establishing or improving their credit; and what lessons the program has learned during its first two years of operation. The few studies available on car ownership programs indicate they have a positive impact on clients and working families. The Working Wheels evaluation will be a substantial addition to this body of research. Port Jobs will complete the evaluation in early 2005.
